Selling a vehicle to a buyer in, say, the United Kingdom, Ukraine, Serbia or Morocco? Then deregistering it with the RDW is only part of the paperwork. For destinations outside the EU, an export declaration with Dutch Customs is needed as well, in practice the EX-A document. Auto Export Almelo files it alongside the RDW export, for dealers, companies and private sellers.

You bring the details to our RDW-approved export desk in Hengelo, or send them in advance by WhatsApp or email. We check that everything is complete and then submit the application.

Dutch registration certificate part II, needed alongside the EX-A customs document for an export outside the EU via Auto Export Almelo
For the EX-A, the vehicle must be in the Netherlands with its Dutch registration certificate.

When a vehicle export outside the EU needs an EX-A

According to Business.gov.nl, anyone taking a vehicle to a country outside the European Union or EFTA must also file an export declaration with Dutch Customs. In practice:

  • Destination inside the EU, such as Germany, Belgium or Poland: no EX-A, the RDW export is enough.
  • Destination outside the EU, such as Turkey or a country in Africa or the Middle East: the RDW export plus an EX-A.

We make no promises about import or registration rules in the destination country; they differ from one country to the next.

Why the RDW export document and the EX-A are both needed

The export document takes the vehicle off the Dutch register: the buyer receives the export certificate and the seller the vrijwaringsbewijs, the proof of deregistration. The EX-A is something else, a declaration to Dutch Customs. Outside the EU you need both. If the vehicle is driven to its destination, it also needs white export plates with insurance. Bear in mind that the rules for Dutch export plates differ per country, transit countries included.

What we need from you

  • The vehicle is in the Netherlands, with its Dutch registration certificate, for a possible customs inspection
  • The last border crossing from the EU to outside the EU (where the vehicle leaves the EU)
  • An invoice with the person or company abroad as the buyer
  • A valid EORI number of the selling party

We submit the application to the customs officer. Once it is approved, we receive the EX-A customs document. The RDW export document (from €50) comes on top of this; we arrange that too.

The four EX-A details explained for sellers and dealers

The vehicle is in the Netherlands. Customs may carry out a spot check, so the vehicle must be here with its Dutch registration certificate. Do not let it leave or ship it ahead.

The last border crossing. Customs needs to know where the vehicle leaves the EU, the office of exit. That can be a land border or a port, so agree the route with your buyer or transport company before you send the details.

An invoice in the name of the foreign buyer. The invoice names the person or company abroad as the buyer. For a dealer, this is simply the sales invoice to the foreign customer.

A valid EORI number of the seller. The selling party is the exporter and needs an EORI number. It is free and you request it yourself from Dutch Customs; Business.gov.nl explains the EORI number. We do not apply for it on your behalf.

Customs hours and what they mean for your EX-A planning

With complete details we submit the application to the customs officer, which is only possible Monday to Friday between 08:00 and 16:00. Our desk is also open on Saturdays, but an EX-A request handed in that day is filed on Monday at the earliest. Once it is approved, we receive the EX-A customs document.

We do not quote a processing time, as the decision lies with Dutch Customs. Send the details as early as you can and leave some room before the planned departure.

Exporting a batch of vehicles from Almelo outside the EU

Sending several vehicles to one customer outside the EU? For each vehicle, send the registration number, the invoice or invoices and the planned border crossing, plus your company's EORI number once. We check the set and tell you what is still missing. For several vehicles or a long-term working relationship a discount is possible in some cases, always agreed in advance.

Cost of the EX-A customs declaration

The EX-A costs from €150, including VAT where applicable, and the RDW export document (from €50) comes on top. You know the total before we start and can pay in cash or by bank transfer. Customs tariffs, import duties and VAT in the destination country are outside our service, and we do not advise on them. All rates are in our car export papers price list.

EX-A questions from dealers and sellers in the Almelo area

Do I need an EX-A to take a car to Germany or Poland?

No. Within the EU no EX-A is needed. The RDW export with the export document is enough, plus white plates and export insurance if the car is driven there.

Who needs the EORI number?

The selling party, which is the exporter. An EORI number is free and is requested from Dutch Customs. We do not apply for it on your behalf, so arrange it before you ask us for the EX-A.

How long does it take to get the EX-A?

We cannot give a fixed time, because Dutch Customs decides on approval. We file applications on weekdays between 08:00 and 16:00 and receive the document once it is approved, so apply well before the planned departure.

Can you tell me the import duties in the destination country?

No. We handle the export declaration in the Netherlands. We give no advice on customs tariffs, import duties or VAT in the destination country; please check those with the authorities there.

Can the vehicle leave before the EX-A is approved?

No. The vehicle must be in the Netherlands, with its Dutch registration certificate, for a possible customs spot check. Do not ship it ahead; plan the departure once the application has been dealt with.
